Office of the City Manager

Operating under the council-manager form of local government, the City Manager is appointed by the City Council serving as the Chief Executive Officer of Iowa Colony. Responsibilities include staff organizational management, personnel appointment and removal, preparation and execution of the City budget, as well as administration of City Ordinances and policies adopted by the City Council.

Robert was appointed as the City of Iowa Colony’s first full-time City Manager by the City Council on July 19, 2021.  Prior to Iowa Colony, Robert has a service-oriented career of almost 30 years in a variety of public safety roles including: Emergency Services Director, Emergency Management Coordinator, Communications Manager, Police Officer, Firefighter, Deputy Fire Marshal/Arson Investigator, and 9-1-1 Telecommunicator.  Robert has extensive experience in disaster management, including preparedness/prevention, response, recovery, and mitigation.  He has also managed numerous federal grants and maintains a fiscally conservative and responsible mentality while being equally focused on public safety and quality of life.

Robert earned his MBA from Texas A&M University – Corpus Christi and his Bachelor’s Degree in Public Service Leadership from the University of Houston – Clear Lake.  Robert and his beautiful wife, Misty, are extremely proud of their blended family and that they, with their three children, all serve God daily.  Robert and Misty both love nature and enjoy the beauty that God places all around us.
