Parks & Recreation Committee

The Parks & Recreation Committee is an advisory committee to the City Council consisting of six members. It meets regularly, usually once per month. The P&R will review and make recommendations on park plans and park amenities as well as any recreation programs as the budget allows. The P&R will plan events and activities for the community to enjoy and participate in. The Committee will likely ask volunteers to assist in the implementation of the events. 

Planning & Zoning Commission (P&Z)

The Planning & Zoning Commission consists of seven members. The P&Z is an advisory group to the City Council. Some duties have been and may be delegated to the P&Z in the future. It meets at least once per month on the first Tuesday of the month. The P&Z may meet on the call of the chair for joint meetings with the City Council. The P&Z is responsible for overseeing and making recommendations to the City Council on most all development issues. These duties include reviews and recommendations as well as public hearings on all development plans and subdivision plats. In addition, the members review, hold public hearings and make recommendations regarding zoning requests and requirements. The P&Z oversees the implementation of the Comprehensive Plan, Master Thoroughfare Plan and other planning documents that may be developed over time. Other duties include recommending any changes to the Zoning, Subdivision and other development related ordinances. 

Tax Increment Reinvestment Zone 2 Board of Directors

The Tax Increment Reinvestment Zone #2 (TIRZ 2 Board of Directors consists of five members who serve on staggered terms. Four of the Board members are appointed by the Iowa Colony City Council. One Board member is appointed by the Brazoria County Commissioners Court. Two Board members are up for reappointment in April 2021. One of those will be appointed by the City Council and the other by Brazoria County Commissioners Court. Currently the same members serve on both the TIRZ #2 Board and the ICDA Board.

The City Council created the TIRZ in 2010 specifically to assist in the development of Meridiana. The incremental increases in the values within the Zone are to repay the developer for public improvements constructed within the Zone. The TIRZ 2 Board is responsible for overseeing the implementation of the TIRZ Financing Plan adopted by the City Council in 2010. The TIRZ Financing Plan specifically determines which public improvements are eligible for reimbursement. The TIRZ Board approves and submits an annual report.

The TIRZ 2 Board meets periodically, roughly three to four times a year.

Iowa Colony Development Authority Board of Directors

The Iowa Colony Development Authority (ICDA) Board of Directors consists of five members who serve on staggered terms. Four of the Board members are appointed by the Iowa Colony City Council. One Board member is appointed by the Brazoria County Commissioners Court. Two Board members are up for reappointment in April 2021. One of those will be appointed by the City Council and the other by Brazoria County Commissioners Court. Currently the same members serve on both the TIRZ #2 Board and the ICDA Board.

The ICDA was created when the TIRZ was created in 2010. Its purpose is to oversee the expenditures and authorize reimbursement to the developer of Meridiana from the incremental tax revenue derived from within the TIRZ 2 boundaries. The payment for reimbursement of authorized expenditures is certified in an audit. Reimbursement may be by cash revenues or by issuance of debt. Debt issued by the ICDA is approved by the City Council before it is issued, but is not an obligation of the City of Iowa Colony. The amount of debt issued is always based on projections of tax revenue from within the Zone.

The TIRZ 2 Board meets periodically, roughly three to four times a year.

Zoning Board of Adjustments and Appeals (ZBOA)

The ZBOA consists of five members and five alternates. The ZBOA is a quasi-judicial Board that will meet only on call. Primary responsibility is to review and make decisions regarding variances to the zoning ordinance and regulations. And, to make interpretations of the zoning ordinance when an applicant disagrees with a zoning official interpretation.

Building Codes Board of Adjustments and Appeals (BCBOA)

The BCBOA consists of five members and alternates. The BCBOA is a quasi-judicial Board that will meet only on call. Primary responsibility is to review and make decisions regarding interpretations of the building codes that may be made by the building official.

Diversity Committee

The Diversity Committee consists of five to seven members. The committee was formed as a group of citizens who may be called upon to review and comment on particular legislation and policies to be certain there are no inequitable effects from them. Members may also be called upon to review and comment on particular written reports and/or policies to the City Council and appropriate staff. This committee will meet as needed but not less than once quarterly.

Historical Committee

The purpose of the Iowa Colony Historical Committee is the identification, documentation, protection, and interpretation of the history of the City of Iowa Colony, Texas.
