Crime Control and Prevention District

A Crime Control and Prevention District (CCPD) is a special-purpose district created for the purpose of improving crime prevention and reducing crime.  In 1989, the Texas Legislature recognized that smaller cities face the same crimes as the large metropolitan areas without the resources and funding the metropolitan areas have.  With that, the Legislature passed the Crime Control and Prevention Act to enable cities to create a special district that can collect a sales tax specifically dedicated to crime control and prevention.

In May 2018, the voters of Iowa Colony passed the creation of a special purpose district known as the Iowa Colony Crime Control and Prevention District.  The district is governed by a citizen board that work with the Chief of Police and appropriate city staff to shape and follow overarching goals.

The funds collected through the special tax district allow the City’s Police Department to address ongoing needs and changes within the law enforcement field without adding a large strain on the city’s general fund budget.

Iowa Colony’s ever-changing community offers the district many opportunities to fund purchases of additional staff, equipment, and supplies.  The district allows purchases to be made in addition to those included in the City’s general fund budget.

The CCPD funding has enhanced virtually every facet of the Iowa Colony Police Department.  From overtime to the purchase of vehicles and investigative hardware/software and other law enforcement related equipment.  Having this funding available to the Police Department has aided our capabilities and resulting services to the community.

The Crime Control and Prevention District currently collects one-half of one percent (half of a cent) of sales tax for a five-year term that ends in 2023.  Voters will consider whether or not to renew the district for a 15-year term during the May 6, 2023 election.

During the first 5-year term, CCPD funding supported:

  • Added vehicles and related equipment to the fleet (patrol, investigations, and administration)
  • Purchased new technology including Cellebrite forensic system
  • Purchased Body Worn cameras for all officers
  • Purchased Dash Cam Systems for all patrol vehicles
  • Purchased handheld radios for all full-time officers
  • Purchased police radio recording software/hardware
  • Purchased drones for a drone program
  • Increased training funding for all police department staff
  • Purchased less-lethal self-defense tools (Taser and Byrna)
  • Purchased Crime Prevention and Awareness materials
  • Enhanced Software and hardware technology (computers and RMS)
  • Purchased traffic safety equipment (LIDAR and “Your Speed” display signs)
  • Purchased LiveScan fingerprinting software and hardware
